Ahhhh,probably just your basic expansion & contraction.When the boiler gets hot,the metal expands slightly,causing the water vapor from the high pressured steam to leak ever so slightly from any kind miniscule openings.When the boiler is off or just gets started after being off for awhile,there shouldn't be any leaking.However,that boiler does look quite old.Might wanna check the safety valves and tubes inside,don't want that thing to fail(blow) 'cause the metal is warped due to plain old age.
or maybe its the hundreds of heat cycles or the millions of tons of coal it has burned.
