It's actually a wheel attached to the end of the pole.

They're actually being run in revenue service on the 509 line during weekends in Toronto, until further notice.

It's a fully restored model. No phony shells here, that thing has been in service since the 50's, and was completely rebuilt sometime in the late 80's.

or is it just a special run?

The overhead wire is a wire and the trolley pole uses a running shoe that has a slot. So basically the pole is the one with the slot.
