I understand you don't like illegal touts, but whenever you see someone smaller on the road - pedestrian, cyclist or a biker, you're suddenly the roles reverse - you're blatantly ignoring road traffic act, common sense or courtesy.

Why did a black cab try to run me over when turning right, when I was already crossing the road he turned into it, knowing I will stop otherwise he'll hit me?
Why did another black cab driver reverse into my bike, speed off, and when chased, stopped and asked for his name, repeatedly told me to f*** off?
and finally why another black cab driver cut me off changing lanes without an indicating, checking his mirror or his blind spot forcing me to brake and crash into a parked car?

Not all private hire drivers tout though - especially those who cater for the upper end of the market (those in the Mercedes E and S, BMW 7-Series, etc - can't imagine those guys touting in the West End at night!), so why should they be penalised. The passenger's they carry may require such a car for privacy, they could be celebs or business people etc.
Also, not all touts are private hire drivers! Anybody can get a cheap 4-door car and start driving around central London, touting.

Thomasthetaxi's video is a classic. If any one of so called 'authorities', responsible for safety of people traveling in registered minicabs is watching this video, 'You are guilty of gross negligence that led to thousands of rapes and robberies in minicabs,' Still you are doing very little or next to nothing to stop it. If one man can have a courage to confront these criminals, why you, with all the powers behind you, are not there?
