the top speed on the high speed golf cart is 28 mph (45km/h), yes it has a speed regulator, BUT, if you upgrade the cart's motor from the factory installed motor, it can run fast with the speed regulator, and it does not burns the motor out, I.E. if you have a golf cart has a 48v and using a 36v motor, yes it can burn it out in no time, upgrading it with a 48v HIGH SPEED motor, it will run a long time and no harm to the motor except normal wear and tear

Yep, my friend owns a golf cart dealer that sells performance golf cart parts, and the new ac motor systems can be tuned to go 40+. with factory programming they can go around 25. but anything is possible with the new controllers and drive systems.
