Buy water arrows from Basso at his shop.
Dip them in a holy water fountain to change them into holy water arrows.
The fountain's don't heal you.

@kadian78 You should find them in the undercrofts or the living quarters. The one in Cheydinhal is outside the chapel and may not show up if you're using e.g. Open Cities; the indoor ones ought to be there unless you have some mod that radically changes the chapel interiors.
