Cheney had advanced knowledge of 911.
He was basically the mastermind behind it, along with his CIA friends.
They even freed one of the Saudis who took flight lessons in the US, after he has been arrested by the police and surpressed all info on the hijackers.
Also he sat with Bush, Rice and the Saudi official prince Bandar after 911 and celebrated their success.
And as chairman of Haliburton, he profitted greatly from these wars.

What if that enemy is Dick Cheney so the President to take "appropriate" and 'consistent' action would be for Bush to have Dick Cheney executed for national security reasons. The President can (to quote Dick Cheney) "anything". So then Bush could then have sex with Cheney's daughter, he if wished and then sell her into white slavery to the Saudi King and Cheney would, in spirit as he would then be dead, support that action.
