You can't build an airplane without an inventory of parts. Why would we expect that we can build an innovation economy without an inventory of knowledge assets in a community? Instead, our knowledge is sequestered inside corporations that are not exactly in the business of sharing it with anyone. How do we describe knowledge assets? Since information, knowledge, and innovation are related, any system for classifying information can be used to inventory knowledge.
It's great to introduce the idea of a knowledge taxonomy but the Dewey Decimal system is an archaic and biased system. I would recommend anyone interested in working on such a system familiarize themselves with David Weinberger's excellent book "Everything is Miscellaneous". There is also an excellent Google video lecture he did at Google with the same title.
