Unlike China's constitution of which the Chinese monarch is the supreme ruler who can do anything he wants. In Vietnamese society the monarch has to consult with the elders from all provinces in the country for approval on his proposals, it's about everything from land developments to war. "Hoi Nghi Dien Hong" described in the song depicted such activities when the Mongols invaded the country. It's a town hall meeting when the King asked for permission to engage. Everyone responded yes to war!
