I always rationalized their actions by imagining them as corrupt businessmen.
By lowering the sea level and raising the land in key areas, Maxie would be free to develop unopposed.
By raising the sea level and clearing land, Archie would open up new sea routes and stand to make billions.
'Course, that shit failed hard on both of them. At least they quit with grace.
