my dog looks like that it's more shepherd than anything but when you pull her ears down she looks like she's a lab, but she's a little lighter colored we think she also has some wolf in her

NO! He does not have fleas. Dogs roll on the ground like so to leave a scent on the ground so other dogs know that it is their territory. Dogs also do that as a scent-tracking technique.
