That's called a war crime. Sure killing soldiers in the battlefield is bad, but there soldiers. Nuking the entire country of Afghanistan, or Iraq wouldn't exactly give the USA a good reputation in the United Nations. Besides the government of Afghanistan itself isn't bad, it's just the Taliban and militias who are trying to take over it. Besides launching just one nuke can start a catastrophic political nigga moment.
