What he says at 7:13 sums up what it is all about. Taking from the wealthy that have worked their butts off, and give it to the people responsible for the problem in the first place.
Horrible idea. Why are the schools bad in the first place? Its because of the kids that go there and their parents. So letting those rotten apples choose to go to school in another area that were build to get away from those rotten apples will only destroy the good schools.
Its not the school building that causes poor education, its the people that are in it, and putting them in another building will not change that.
The Dept of Education needs to be abolish and the Union of Teachers needs to go. Teachers pay will be tied to the quality of education output and many other means of assessment of pay. No guaranteeing employment of teachers. Everyone works for someone.

Everyone has the right to bargain collectively with their employer. Corporations can set prices for goods, workers can set prices for labor.
