Sure, his intention is likely to be to rob the Whos of all their happiness (which causes all the Christmassy things he hates), so that the more he robs from them, the more miserable he thinks they'll become.

He was meant to be stealing just Christmas decorations but now he's also stealing things that have nothing to do with Christmas like camera films and ice cubes. He's even stealing lightbulbs.
