A gladiator battle, like in the time of Ancient Rome, is a battle where two competitors go head-to-head in a fight to the death. So, the reason Silver Sonic and Super Sonic are colliding with each other is to show that they're trading blow for blow.

This battle takes place in the final zone of the game, Sonic the Hedgehog 2 (and Knuckles).

As for cheats, I used the level select screen to reach this level, and I used the debug menu to get 999 rings and all 7 Chaos Emeralds.
