@Fritic87 Miller is not entirelly responsible of robocop 3 (2 was okay and 3 is a guilty pleasure for me), in fact this one have praticly nothing to do with Miller except an Idea. It's more the producers hungry for money who ruined it and make it more kidly friendly and... just stupid.

Plus let's not forget the City itself is a character....but not as written good as Gotham City is written as a Character in the DCU Reboot.
