I hope you showed the video of the chained roosters to the authorities. There is only one reason someone will do that: for cockfighting. Luckily, thanks to the U.S. Humane Society, it is now illegal in all 50 states.
PETA has great info on how to get local laws passed banning chaining of dogs too. Wherever you live, that's something everyone can do to help animals. And it's easier than you might think.

Most likely those roosters are being kept for cockfights.

Having those chickens chained in my eyes is animal cruelty. How do people live in such trash and think it is actually ok? How do these people not feel any compassion for other creatures? They must be too inbred and somewhere along the line the compassion chip wasn't made for them in the process.
