Goodling testified about this, it's called "caging lists" but it seemed to have gone right over the heads of the members of congress questioning her.
The program was run by one of Rove's operatives named Tim Griffin. They fired one of the prosecutors and gave him the job.
What they need to look at on the prosecutor firings is who got the jobs.
