Looks like diphenyl oxalate. As I know it can be in various colors (adding Rhodamine B - turn it red, etc).

I forgot to say... there are no phosphorescent or fluorescent materials, so you don't need a UV light or a dark ambiance for them to glow.

it is a mixture of chemoluminescent materials that have been manipulated for making them more suitable for consumer use. However, you cannot drink them - sorry!
