@hotneo7 He says in one of the interview tapes with the riddler that he simply created a psychological profile on batman and realised that Bruce Wayne was the closest match for this profile.

Damn, Hugo Strange seemed so mysterious and exciting in the trailers and the whole game prior to this, and for what? So he can be revealed to be a simple puppet for and then be killed of by one of the most well known villians in the batman universe. Strange was really a wasted opportunity in this game.

You don't know much more about him after you've finished the game than you did after that first trailer of him.
