Apparently this is an unused track in Sonic Chaos, known as Sonic & Tails in Japan (I use the latter's Title Screen. I prefer it).

It's practically Sunset Park Act 3 from Sonic Triple Trouble, but at a higher tone.

Anything Sunset Park Act 3 is awesome in my book.I'm glad they brought it to my attention.

It's not used in the game because there was originally going to be a sonic 2-ish like ending for the game but it was cut from the game for unknown reasons.

-Kojiro Mikusa is in Triple Trouble's credits but not Masayuki Nagao.

-Saori Kobayashi, who mainly does sound effects, is also credited in TT.

I think Mikusa was the original composer, and the version we hear in TT is Yayoi Wachi's arrangement.
