It's actually not strange for the character you play as not to speak. Supposing that it's you, they can't assume your personality.

Why doesn't chell talk?

1.she has serious brain damage

2.she was a mute all her life

3.she doesn't like robots

4.she is a very quiet girl

My theory is that Chell has a hearing problem, if Cave and Caroline are her parents and Ratman is her oncle that would explain a lot of stuff. Cave was really sick at the end of his life. And just the way Caroline talks you can easely tell that she has minor mental problem. And Ratman had skyzophrenia.
