According to the September 15, 2008 edition of BusinessWeek, pg 6 it is not any western oil company like Exxon Mobil or Shell or BP that secured a commercial oil contract with Iraq, the first one since the invasion of Iraq in 2003, it is China National Petroleum Corp.
