The character they're singing about is Nemesis from "Nemesis the Warlock". A comic book character that was very popular in the 1980's in Europe.

The character is fantastic. Look him up. I know he looks like a bad guy, but he more of a freedom fighter against a human religious cult that's out to exterminate his race and all aliens in that future world.

You are correct asexual reproduction. However, the word parthenogenesis

contains 'the' a derivative of theos which means divine. I could be wrong. But they are talking about the super natural return of the dead, a resurrection and or (Gods) judgment at hand. Nemesis is portrayed as a demons looming over us. The song also makes reference to Greeks and romans. The Elixir though, is oil. No question. Blood for oil. The album is oil and gold.

More accurately, parthenogenesis is asexual procreation, requiring no fertilization to procreate. Divine birth is your spin. "Elixirs, that we refine, from the juices, of the dying.." My take is trying to create an elixir of youth, to extend life span. I have no idea with the plant faces, though it may have some mythological meaning. He was making the ink show up by rubbing the canvas, much like putting paper over a headstone, and running over it with a crayon.
