It absolutely should not be enforced in the US. Do you have any idea how embarrassingly pathetic American drivers are? They drive around with their front fogs permanently on, even in broad daylight. When you flash them THEY STILL HAVE NO CLUE.

"20 times brighter?!" I don't think that's accurate. IIRC they're 21 watts and the parking lights are 5. So 4 times brighter.
