Guam covers 212 square miles (549 km2), making it the 32nd largest island of the United States. The island of Guam is 30 miles (48 km) long and 4 miles (6 km) to 12 miles (19 km) wide. You can somewhat see s smirk on the mans face when he said it but who knows...maybe Sarah Palin and him can float Guam to Alaska and see Russia from her house? lol

Are you sure it wasn't just an extremely poorly thought out metaphor? He could be attempting to point out the impact of the issue on the socio-economic balance or something. Either way it's hilarious but I find it hard to believe a man of his position is quite that dumb. Said in context it makes for one hell of a blooper though, I think one video of this has over 2 million views already :D

If you look at the original video, Johnson doesn't mention that by: "capsize and sink into the ocean" he means: "overcrowding or social/environmental catastrophe caused by overcrowding."
He only claimed that it was "metaphorical" long after the committee hearing (in order to save what credibility he has left).
