VirtualDub is only as useful as the filters and codecs you have installed. With the filter blender plug in you can do some truly amazing things.

The software it runs in is otherwise pretty useless, but this plugin is a true gem - the results are really great.

I think it has more to do with making sure the video is deinterlaced, or progressive. I think I used the Canon HV20 which is 38%. Or 28%, I don't remember.
