U.S. Army Corps of Engineers Sacramento District project manager Cameron Sessions explains how a new railroad bridge over the Guadalupe River in San Jose, Calif., allows the typically debris-laden floodwater to more easily pass through the downtown area. The new railroad bridge completed in November 2011 is the last piece of a decades-long Corps project to reduce flood risk for the city.
