Your description should elaborate about the key breakthrough involved.

To me, this design looks like it is too mechanical, having lots of moving parts to wear out and have to be replaced at potentially high costs.

With blocking material, you necessarily have to have at least one moving disk with the blocking material painted onto it. Look at the Donald Smith free energy devices where he uses very expensive magnetic blocking paint on a 33.3 rpm vinyl disk record with holes cut out & pickup coils.

interesting it is a magnetic field used to push the other magnet and move the wheel and the material will be put between them for a shut off.  It appears to be a power supply unit.
