Pulling his gun won't help as both the cop and the criminal know he can't shoot him just for trying to escape... only in self defence. Escaping arrest doesn't directly threaten any lives.

(Escaping prisoners may be shot, but they have been tried in a court of law to be incarcerated)

If I was an Police Officer with a gun in Britain (I know we don't have guns), I would find it very hard to not pull it out if some immigrant snot was commiting a crime in the country that allowed him to stay and live in a house. Of course, if it's an illegal immigrant I'd be doing the country a favour by blowing his brains out.
