C=O Does have 8 electrons. He is counting it differently.
Two lone pair electrons (i.e. 4 e),
1 sigma bond (i.e. 2 e) & finally
1 pi bond (i.e. 2 e)

1 bond is made up of 2 electrons.So 2 bonds=4 electrons and is already has 4 electrons so total=8.
