IN THE LAST "LOONY" LABOUR GOVERNMENT - IT PLACED MORE CCTV CAMERAS IN PUBLIC PLACES THAN IN ANY OTHER SOVEREIGN COUNTRY IN THE WORLD - 4.2 MILLION+ CCTV!

IT INTRODUCED 3,700+ LAWS AGAINST ITS OWN LONG SUFFERING PEOPLE!

ANOTHER "BLIGHT" TO BRITAIN ARE THE HUGE NUMBER OF "POLICE COMMUNITY SUPPORT OFFICERS" ("PCSOs") - THE WAY TOWARDS CHEAP POLICING - TO GET RID OF PCs - YET MOST PCSOs KNOW LITTLE OR NO LAW!

MANY TOURISTS, DO THEY NOT GET ARRESTED NEEDLESSLY, AND MANY POLICE DESCRIBE THE PCSOs AS A "PAIN IN THE ASS" !

THE PCSO DEPICTED HERE ["CW7166" (from the Shoulder Identification Numbers ("SINs")] IS MAKING ASSERTIONS OF WHICH HE HAS NO PROOF.
HE SAYS "YOU'RE NOT A TOURIST !"

CAN HE BE SO SURE?

THE PERSON TAKING THE PHOTOS COULD BE FROM ANOTHER AREA OF THE COUNTRY - FROM ANOTHER BRITISH JURISDICTION OF SCOTLAND OR NORTHERN ISLAND OR THE ISLE OF MAN OR THE CHANNEL ISLANDS OR FROM ONE OF THE VERY MANY COUNTRIES THAT ARE PART OF THE BRITISH COMMONWEALTH OR HE MIGHT - CONCEIVABLY - HAVE CHANGED HIS COUNTRY OF DOMICILE?

CAN THIS CHARACTER COME FROM ANOTHER COUNTRY AND DETERMINE WHO CAN OR CANNOT TAKE PHOTOS IN THIS SOVEREIGN COUNTRY OF FREEMEN ?

INTRUSION INTO CIVIL LIBERTIES

HARASSMENT, ALARM and/or DISTRESS perpetrated to a member of the public? [Public Order Act 1986, s. 4A and 5].

The OFFENCE is created by section 5 of the Public Order Act 1986:
"(1) A person is GUILTY of an offence if he:
(a) uses THREATENING, ABUSIVE or INSULTING WORDS or BEHAVIOUR, or disorderly behaviour, or
(b) DISPLAYS any writing, SIGN or other VISIBLE REPRESENTATION which is THREATENING, ABUSIVE or INSULTING, within the HEARING or SIGHT of a person likely to be caused HARASSMENT, ALARM or DISTRESS thereby."
This Offence has the following Statutory DEFENCES:
(a) The defendant had no reason to believe that there was any person within hearing or sight who was likely to be alarmed or distressed by his action.
(b) The defendant was in a dwelling and had no reason to believe that his behaviour would be seen or heard by any person outside any dwelling.
(c) The conduct was REASONABLE.

UK PROSECUTORS SHOULD NOTE that on 12 January 2010 the European Court of Human Rights (ECtHR) ruled that the powers of STOP & SEARCH contained in section 44 of the TERRORISM Act 2000 constituted a BREACH of Article 8 (RIGHT TO PRIVACY), Gillan & Quinton v the United Kingdom [UK IN THE WRONG - AGAIN!]

@eltonman123 The extra powers given them so far are varrying depending on which local government they work for (yes suprise suprise they work for the council) Several councils have drafted white papers under their select commitee's for central Government to consider granting additional powers to community police such as the power to arrest...this is not imagination this is fact, watch the BBC pariamentary feed...you might just get educated. I repeat it's only a matter of time.

If a police officer asks you to stop filiming, do it, you can easily be arrested for filming ways to break in buildings.

@jackhwo1 Your missing the point my friend, slowly the PCSO's are being given more and more powers and whether they are hated by the masses is irellevent......whatch this space it is only a matter of time. There are already white papers in discussion in parliament about how to increase their powers it will come because the government understands that civil unrest is slowly building as civil liberty is being eroded they will use them to enforce the law...just wait and see.
