One of the editions shown on The Vault (from 14/11/92) had I Will Always Love You by Whitney Houston at Number 5 with no video. I guess it's possible that was a number one with no video if the video hadn't been completed by the time it reached number one.

Domino talking, what the hell. Its domino dancing what was the chart show producers on. The pet shop boys were one of the best bands of the 80s early 90s.Domino dancing is one of my fave psb songs. DOMINO TALKING LOL

It did. That was the next time it happened. After that, I think the only other instance was Stardust's "Music Sounds Better With You" and Oasis' "Some Might Say", although a video was cobbled together using rare Oasis footage for that one.
