I made this movie as a reference for other 9700s builders. It uses MIDI pitch, trigger and gate, OSC2 and modulation, the VCF (both filters ganged) and the envelope generator.
As far as I can tell, everything is working correctly, and the output sounds like this...
[The midi keyboard was shifted down to octave -4.]
Check out my blog for the color coded image file of this test patch.

OK, so there could be three problems - your MIDI controller could be at fault - so I would run that through MidiOX to check it.
Then the MIDI interface could be at fault, make sure you are getting solid gate and CV signals (use a multimeter to check that).
If both of those are OK then you could have a problem with the oscillator.
Finally I wrote an application to help with tuning (I think I still have it) - contact me via the website for more on that.

Ok, so I have some problems with my 9700. I have two press a key twice to effect the note/gate.(I use the same controller that you did) Did you ever have this problem. I also can't seem to properly calibrate the VCO's, also, when the modulation in the filter is patched to the middle Mod in,(used when linking filter A to filter B) the reasonence will jump up all of a sudden and produce an almost untollerable squeal. Have you had these problems?
