Its a sea chantey but NOT "written" in England. Chantey were not written but were of an oral tradition. It is possibly a "negroid" chantey. Some authorities say that the phrase hog eyed man has the same meaning as a one eyed snake, a sexual one. Other sources say it refers to a D ring to be found on barges. D rings looked like a hog's eye. These barges were crewed by blacks. A man who worked on them was known as a "hog eyed man"
