He is an expert in this and, as he said, he was an expert witness in a supreme court case in order to explain how certain analogies, which support pro-website blocking legislation, break down and don't correlate.
That said, I wanna refute his argument that the more pages of port available on the web have nothing to do with accessibility. Well, what more pages does is make it harder to block. If there were only 500, manageability would be possible.
