@kevengohan11 He was still a villain. That's why he's on this list. And Tien tried to keep Cell busy before Bulma repaired him. Watch the episodes again. Tien came after Cell absorbed 17 and 16 was injured, then used his Tri Beam to keep Cell busy so that 18 could escape, thereby delaying HER absorption. It was Krillin who got 16 to Bulma. Regardless of whether or not he became a good guy after that, he was still a villain to begin with. That's why he's on this list.

@fish4mepl0x you dont even know me 16 was only evil because of dr gero aka android 20 after 17 killed him then they just started looking for goku 16 jsut wantded goku nothing esle when cell came he turned good then tien came to help him after bulma repaired him at the cell games when he died caused gohan to go ssj2 causing his anger to pwn sell

@legomanforver Just because he doesn't use it doesn't mean he can't do it. When he has Gohan absorbed in this, he's merely using Gohan's abilities. In the anime, he combined the Kamehameha with the Super Ghost Kamikaze Attack so that his ghosts would fire the Kamehameha, but not only did they do the Kamehameha, they also did the Masenko (or as the english anime says, Galick Gun, though the hand position is clearly Masenko). He knows the attacks, but he doesn't always use them.
