back then, there wasn't any difference. CART was the governing body of the IndyCar World Series. In 1996 Tony George, owner of the Indianapolis Motorspeedway started it's own series, and got the rights for the name "IndyCar". The new fomed Indy Racing League (IRL) was from now on the governing body for IndyCar, while CART renamed their open wheel single seater championship to ChampCar. This split went on until 2007. In 2008 IndyCar and ChampCar "merged", and they were back together, as IRL.
