I'm very certain that Joshua Harto (Reese from Dark Knight) will be The Riddler in the 3rd film. They set it up for him to know that Wayne is Batman, and since he works at Wayne Enterprises that would allow for him to play with Batman from behind the scenes to mess with his head. The Riddler doesn't need to be a scary, charismatic villain like Joker....Nolan may not even show his face at all, but rather have him sending scary letters like the Zodiac killer.
