I'm sure deliberately so. He's just buying time to drive up profits for the next quarter for his share holdings. I'm for the government taking control of criminals like this and putting him away permanently. THEN we can start fixing the healthcare issue....these guys are just there to obstruct and get paid (with healthcare "benefits") way too much to do it!!
