Dolphin is finally back to speeds that are a bit faster or equal to 3286. Changing Watchdog Timer to 10 for this game did the trick for me. Hope it helps anyone else. Compare this vid to my other to see if you can see a difference. The link is;

Pretty much back to same speed but I actually have the antialiasing now at 2X instead of 1X.

    Watchdog is no longer needed or works on anything past the early 4000 svns.

    4862 was the svn that started the 32 bit slowdown.. There is a issue 2119 that addresses it but sadly the developers have all but moved onto other things then fixing what was changed. hopefully a developer will come back to fix it but for some GC games will run slow on 32 bit compared to 64 bit. Dolphin Developers have been all over the place lately on the direction of dolphin. I really don't know what they are really trying to do. Right now its ALL controller plugin, error fixes
