EmploymentCrossing.com U.S. Chamber of Commerce head Tom Donohue is urging President Bush to follow the Senate and House's lead, and sign the Prioritizing Resources and Organization for Intellectual Property Act. "Now we need the President to take the final step by signing the bill into law and leaving a lasting legacy to support America's innovation economy," Donohue told the U.S. Chamber's 5th Annual Intellectual Property Summit in Washington, DC. The PRO-IP Act would toughen civil and criminal laws against counterfeiting and piracy, provide enhanced IP enforcement and prosecutorial resources, and improve IP coordination within the executive branch. Critics of the legislation, such as the Electronic Frontier Foundation, say the Act still fails to differentiate between commercial pirates and ordinary web users. People who reasonably believe that what they are doing is a fair use, for example, shouldn't face ruinous liability if a court doesn't agree with them, said the EFFs Richard Esguerra. The EFF believes the sponsors of the bill are more concerned with protecting outmoded entertainment industry business plans, than with protecting copyright from violators.
