Moodle LAE Grader Report

This is a new grader report view in Moodle.
This is a simply a new view for an instructor to view and enter grades in the gradebook. This view can live along the old "Grader Report View"
Some pros and cons of this new Grader View for the Instructors are:
Pros: * Has a "Copy to Excel" button in the grading view * Adds a new navigation scroll to scroll vertically * When scrolling vertically it moves the student names along with it. * Adds the functionality to fill in empty grades in a column with zeroes with one click * Allows scrolling horizontally while keeping student name column locked (same as the existing grader report view)

Cons: * No popup notification indicating the name of the grade item when hovering over grade box. (this feature is present in the existing grader report view)
