It might just be a double-meaning, but I always thought it was "advice that came TOO SURE," which would basically make it a statement about how everyone thinks their way is the right way and how the young and innocent of each generation are led astray by their equally-confused "leaders" (who were once babies too) who give advice that's often presumptuous and no better than a guess.
I ain't sure, but that's what I heard....
