Story (if you really wanna know):

Dr Doofenshmirtz (Dr Horrible) wants someone to take over the Tri-state area with and tries to inspire and convince his daughter Vanessa (Penny) to be evil. However she falls for Agent P (Captain Hammer) and wants to become one of the good guys.
Bitter rivalry against the three of them until Doofenshmirtz gets a call from The League (Bad Horse) offering him a promotion if he committed a murder. He tries to kill Perry but fails and ends up killing Vanessa instead.
He is entered into the league since he commited the murder but, now mourning the loss of his daughter, has become a more evil man.

The ONLY thing that could make this any better is if vanessa wasn't doof's daughter and if captain hammer wasn't a douchebag. (like perry would ever be as bad as him!) This is still very enjoyable and extremely clever.
