It is a component of the National Radio Astronomy Observatory (NRAO).
Arizona is on Pacific Daylight time April through October, because they don't believe in Daylight savings time. Still could have been New Mexico or West Texas.

They never said the time of year, just that 69º was unusual for "this time of year." ;-) Could have been Jan, Feb, March.
