Noynoy's SoNA will last 15-20 minutes — Lacierda

MANILA (PNA) — President Benigno Simeon "Noynoy" Aquino III's first State-of-the-Nation Address (SoNA) at the opening of the 15th Congress on Monday will only last from 15 to 20 minutes, according to Presidential Spokesman Edwin Lacierda.

Secretary Lacierda said in a radio interview on Friday that the President's maiden SoNA will focus on his legislative agenda for the next six years, including the government's plan to combat corruption, campaign against poverty and the state of the economy.

Lacierda also said that 70 percent of President Aquino's SoNA will be in Filipino.

The last draft of the President's speech comprises 30 pages, the Presidential spokesman said, adding that the writers include himself (Lacierda), Mai Mislang, Presidential Management Staff chief Secretary Julia Abad, Ricky Carandang and Manolo Quezon III of the Communications Group.

According to Lacierda, the Chief Executive could rehearse the delivery of his maiden SoNA either in Malacanang or in the House of Representatives.

Meanwhile, Lacierda said that the President will also include in his SoNA the alleged anomalies committed during the previous administration.

The Presidential spokesman added that President Aquino will also mention in his speech the problems he has inherited as well as the budget left by the past administration and how much more will be needed today.

Meanwhile, Department of Budget and Management Secretary Florencio Abad will discuss in a media briefing Friday afternoon at Malacañang the present budget deficit and other DBM-related concerns

Arroyo to skip Noynoy's SONA for Mike's checkup in HK

Former President and now Lower House member Gloria Macapagal-Arroyo will not be present during President Benigno Aquino III's first State of the Nation Address (SONA) on Monday, since she has to accompany her husband for a medical checkup abroad, Arroyo's party spokesperson said on Saturday.

Mrs. Arroyo will be flying to Hong Kong on Monday afternoon to join husband Jose Miguel "Mike" Arroyo for a checkup on his heart condition, Lakas-Kampi-CMD spokesperson Raul Lambino told GMANews.TV on Saturday.

"She has to go to Hong Kong with Attorney Arroyo. Magpapacheck-up po siya. Mayroon silang appointment with doctors abroad (He has to undergo a checkup, They have an appointment with doctors abroad)," Lambino said in a phone interview.

The former President will also likely skip the election for House speaker earlier in the day, but will attend the plenary session in the morning to take her oath of office, he added.

Lambino said "there is nothing political" about Mrs. Arroyo's absence during Aquino's first SONA on Monday, even as the President himself earlier said that his speech will focus on the "anomalies" during previous administration. (See: Aquino says SONA will 'shock' Filipinos)

"Maraming nagsasabi na (Many are saying that) she [Mrs. Arroyo] does not want to hear what President Aquino has to say. How can she avoid listening to the SONA with all the media covering it? Makakarating din naman sa kanya lahat ng sasabihin sa SONA (All that will be said in the SONA will eventually reach her anyway)," he said.

The Lakas-Kampi spokesperson said that the former President and her family would just like to make sure that the former First Gentleman's health is already well after undergoing spinal column surgery last month. (See: Mike Arroyo leaves hospital sans back pains)

"After consultation at the hospital last Thursday, Atty. Arroyo was cautioned by the doctors about the high risk of acute attack of aortic aneurysm. The family would just like to make sure the former First Gentleman will be fine," he said.

Pres. Pnoy, you have to move on by focusing on more important social and economic issues of the country. You can't just keep focusing on "blame and shame" in regards to the alleged anomalies of the past administration. It was obvious in most of your national speeches; blaming Pres. Gloria Arroyo. We know that you are trying your best, but please, we are sick and tired listening to your usual speeches that goes on and on and on, blaming the past administration. You are creating your own enemies.
