On July 13, 2011 Senator Jim Webb introduced legislation to address major inconsistencies in the annual State Department Trafficking-in-Persons (TIP) Report, which threaten to undermine efforts to prevent human trafficking.
Senator Webb's legislation would require the State Department to rank countries, including the U.S., on a single scale rather than by year-to-year progress; to eliminate the Special Watch List category; and to categorize countries as either in compliance or not in compliance. This clear, quantifiable ranking would enable countries to evaluate progress more accurately and take concrete steps to improve their anti-trafficking efforts with U.S. support.
