Short answer: The weather conditions were just right.
Long answer: I'm not sure if this is exactly the answer you're looking for, but I had a 24(or 32)-pack of Ice Mountain Water bottles sitting in the trunk of my car, which was in my garage, and on the day I recorded this, the bottles on the outer edge of the pack were frozen solid, yet the ones in the middle were not. Thus, I thought they probably were supercooled.
If I figure out how to supercool the water, I'll make a tutorial about it.

Hey YJ2009, mind making a tutorial on how to cause this? I've been looking everywhere on YouTube, I'm about to go to google right now.
