Grand Theft Auto Vice City - 100% Complete / Easter Egg

Many games feature hidden 'Easter Eggs' - secret areas, extra items etc. Here's one from GTA Vice City! (pointless I know!)
The T-shirt worn is the reward for reaching 100% completion in the game, and (in Frankie Says style) says "I completed Vice City and all I got was this lousy T-shirt"

I got clear all the games of Grand Theft Auto III serie (ps2) in 100%, but there are one reward that I can't find. Is the shirt of 100% of GTA Vice City (Tommy Vercety, in you video). Where can I find this reward?
