The red stuff is spot putty/filler. It's made by 3M and is called Acryl-red. You can purchase it at automotive paint suppliers, comes in a big toothpaste-like tube, and costs about £14. A tube will last a very long time.

Neat model I know this is before the final paint but what is the red stuff I have seen it on many unfinish RC Akulas

This is just before final paint. Most of the internal is designed to be free flooding.
